Sealed Bids or electronically submitted bids through the Airport’s Online Plan Room for the GPT terminal Elevator Project will be received by Gulfport-Biloxi Regional Airport Authority, at the office of the Executive Director, 14035-L Airport Road, Gulfport, MS 39503
until 2:30 p.m., local time on October 30, 2024, at which time the Bids received will be publicly opened and read.

Scope of Work: Select demolition, and new construction related to the replacement of the existing 3-stop elevator and the addition of a new 2-stop elevator and a new Elevator machine Room in the same area within the Main Terminal. Work includes metal stud shaft wall, adhered laminate panel system, metal stud and drywall, modifications to glass guard railing, limited ceilings, flooring, and base. A new 3rd-floor all glass bullet resistant wall and door with access control. A new double leaf hollow metal door in 8” CMU wall and lintel with access control at 1st floor Electrical Room. Demolition of existing double door and 8” CMU in-fill. Work will be phased for operation of one elevator at all times.

Bids will be received from a single prime Contractor. Bids shall be on a lump sum price basis as indicated in the Bid Form.

This Issuing Office for the Bidding Documents is Baker LPA Group, LLP, 11 North Water Street, Suite 14290, Mobile, AL 36602, (251) 380-0989. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Thursday (between the hours of 8:00 A.M. and 5:00 P.M. and Friday (between the hours of 8:00 A.M. and Noon). Copies of the Bidding Documents may be obtained from the Issuing Office as described below.

Bidding documents are being made available via paper copy or pdf for a charge of $250.00 (hard copy) or $125.00 (CD). Plan holders are required to log-in or register for an account at https://www.flygptplans.com to view and order Bidding Documents. All plan holders are required to have a valid email address for registration. The cost for the bidding documents is non- refundable and must be purchased through the website. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office.

A Pre-Bid Conference will be held at 10:00 A.M., local time on Tuesday, October 1, 2024, in the GBRAA Conference Room on the 3rd Floor, Passenger Terminal Bldg., Gulfport-Biloxi International Airport, 14035-L Airport Road, Gulfport, MS 39503. Attendance at the pre-bid conference is highly encouraged but is not mandatory. All site visits by any persons shall be conducted the afternoon of October 1, 2024, immediately following the Pre-Bid Conference; meeting location will be coordinated during the Pre-Bid Conference.

Bid security shall be furnished in accordance with the Instruction to Bidders.

For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number on the outside of sealed proposal as required by Mississippi Law. Effective July 1, 2010; Per MS Code 31-3-21(3); any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law pertaining to such state’s treatment of nonresident contractors, shall be rejected, and not considered for award. If no such law exists in the non- resident contractor’s state, then the non-resident contractor may provide a statement to that effect.

ALL BIDDERS must be properly licensed contractors at the time of submitting bids in accordance with the provisions of the State of Mississippi. Contractors submitting a written sealed bid must indicate their current Mississippi Certificate of Responsibility number on the outside of the sealed envelope containing their Bid as well as on their Bid. If the Bid is being submitted electronically through the Airport’s Online Plan Room, the Mississippi Certificate of Responsibility number must be included as an attachment with the electronic bid submittal as well as on their Bid. To be considered, a bid for the GPT Terminal Elevator Project must be either sealed and have clearly written on the face of the envelope the following: “Sealed bid enclosed for Gulfport-Biloxi Regional Airport Authority GPT Terminal Elevator Project”, or if submitted electronically through the online Plan Room, the first page of the electronically submitted bid must contain the same language as required on the face of the sealed envelope.

A bid bond signed or countersigned by a Mississippi Resident Agent, with Power of Attorney attached, a cashier’s check or certified check for five (5%) percent of bid, payable to the Owner, must accompany each proposal. If the bid is being submitted electronically, originals of the bid bond, signed or counter-signed by a Mississippi Resident Agent, with Power of Attorney attached, a cashier’s check or certified check for five (5%) percent of bid, payable to the Owner must be delivered to the Gulfport-Biloxi Regional Airport Authority within forty-eight (48) hours of the bid opening time and date.

The Gulfport-Biloxi Regional Airport Authority in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantage business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

It is the policy of the Gulfport-Biloxi Regional Airport Authority that disadvantaged business enterprises as defined in 40 CFR Part 26 shall have the maximum opportunity to participate in the performance of contracts funded in whole or part with Federal funds.

All bidders and proposers shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 8.51% of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). In the event the bidder for this solicitation qualifies as DBE, the contract goal shall be deemed to have been met. Individuals who are rebuttable presumed to be socially and economically disadvantaged include Women, Blacks, Hispanics, Native Americans, Asian-Pacific Americans and Asian-Indian Americans. The apparent successful bidder (proposer) will be required to submit information concerning the DBE’s that will participate in this contract (subcontract). The information will include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract (subcontract). If the bidder fails to achieve the contract goal as stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered non-responsive.

By submitting a bid under this solicitation, except for those items listed by the bidder on a separate and clearly identified attachment to this bid, the bidder certifies that steel and each manufactured product, is produced in the United States (as defined in the clause Buy American - Steel and Manufactured Products For Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.

No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof. The Owner reserves the right to waive any informalities or to reject any or all bids.
